7:04 p.m. Minutes
PRenaud began reading the April 8, 2013 meeting minutes. Changes were made to the minutes to improve clarity and accuracy, but no substantive changes were made. KO'Connell motioned to accept the minutes as amended. PRenaud seconded. Vote unanimous in favor.
7:48 p.m. Preapplication Consultation-Greenfield Covenant Church
MBorden, DOsgood, LLeblanc, and PMartus were present as representatives of the church. RMarshall explained that the consultation would be nonbinding on both the applicant and the Planning Board. The church members are considering a plan to alter their facilities on Depot Drive so worship services could be held there instead of the Crotched Mountain location they currently use. It was the opinion of the Planning Board that a Site Plan Review would be required for the changes proposed by the church, which include a 40' by 40' addition connected to the current building. If the congregation decides to go forward with the plan, the representatives will return to the Planning Board with more details about the proposal before committing to a full architectural design.
8:22 p.m. Preapplication Consultation-Mary Henderson and Robert Shepard
RMarshall explained that the consultation would be nonbinding on both the applicant and the Planning Board. MHenderson and RShepard presented their plan to conduct a farmer's market for three hours on Saturday mornings on property near their greenhouse on Russell Station Road. Since their plan would include five or six outside vendors, it was the opinion of the Planning Board that a Site Plan Review would be required. Several other options for the farmer's market that would not need a Site Plan Review were also discussed. MHenderson will research the options discussed and follow up accordingly.
8:45 p.m. Mail Received

8:50 p.m. Capital Improvement Plans
After giving Planning Board members their CIP packages, PRenaud reviewed the process for completing the forms. Timelines for completion and questions from other Planning Board members were discussed.
9:20 p.m. Maps
RMarshall distributed copies of the Development Constraints Map, including the change to the text box voted on at the last meeting. After review, KO'Connell motioned to adopt the map as amended for inclusion in the Master Plan. JFletcher seconded. Vote unanimous in favor. JFletcher motioned to request that SWRPC provide the Planning Board with Land Use and Development Constraints Maps that are 36" square. PRenaud seconded. Vote unanimous in favor.
9:25 p.m. Amendments to the Application for Driveway Permit
RMarshall distributed a draft of proposed changes to the Application for Driveway Permit. After discussion, KO'Connell motioned to approve the draft form to be presented at a Public Hearing for further comment and final approval by the Planning Board at a later date. AMoon seconded. Vote unanimous in favor.
9:30 p.m. Amendments to Regulations and Checklists
RMarshall distributed a draft of proposed changes to Regulations and Checklists as described below. The Planning Board voted to approve those draft changes to be presented at a Public Hearing for further comment and final approval by the Planning Board at a later date.
JFletcher motioned to approve the following changes to Section IV. D. of the Subdivision Regulations. Renumber the current paragraph 8 of that Section as paragraph 9 and insert as paragraph 8 "Applicant will show the boundaries of the Groundwater Protection District, if applicable." PRenaud seconded. Vote unanimous in favor.
JFletcher motioned to approve the following changes to the Subdivision Application Checklist. Renumber the current item 28 of the Checklist as 29 and insert as item 28 "Location of boundaries of Groundwater Protection District. Sec. IV, D. 8." AMoon seconded. Vote unanimous in favor.
PRenaud motioned to approve the following change to the Site Plan Review Regulations. Amend Section VII. H. to read "The proposal shall include adequate provisions for water supply and wastewater sewage disposal. The sewage and water supply requirements included in Section VI. of the Land Subdivision Regulations shall be met. The proposal shall indicate the boundaries of the Groundwater Protection District, if applicable. The proposed use shall comply with the requirements of the Groundwater Protection District Ordinance." AMoon seconded. Vote unanimous in favor.
PRenaud motioned to approve the following changes to the Site Plan Review Checklist. Renumber the current items 2 through 14 as 3 through 15 and insert as item 2 "Is the site located in the Groundwater Protection District? If so, is the use permitted?" AMoon seconded. Vote unanimous in favor.
9:55 p.m. Future Topics
Members discussed scheduling and procedural issues for matters that may come before the Board in the future.
10:10 p.m. Minor Changes to Regulations
RMarshall distributed a draft of proposed amendments to the Site Plan Review Regulations and Subdivision Regulations that consisted of minor changes such as correcting spelling, capitalization, and punctuation. JFletcher motioned to approve the minor changes as presented in the draft. KO'Connell seconded. Vote unanimous in favor.
